The scientific, cultural and professional public institution is administered by a board of directors composed of representatives of the State, elected representatives of the university community and representatives of the main user sectors.

The Board of Directors may include legal or natural persons participating in the financing of the institution and external persons designated for their skills.

The board of directors studies and proposes any measure likely to improve the functioning of the university and to favor the achievement of its objectives.

The board of directors deliberates on:

• the short, medium and long term development plans of the university,
• proposals for programming training and research actions,
• proposals for national and international exchange and scientific cooperation programs,
• the annual report of the university's training and research,
• the budget projects and the accounts of the university,
• the University's Human Resources Management Plan projects,
• acceptances of donations, legacies, foundations, donations and various grants,
• acquisitions, sales or rentals of buildings,
• the loans to be contracted,
• projects to create subsidiaries and equity investments,
• the estimates of university resources and how they are used in the development of training and research activities,
• the use, as part of the university's development plan, of income from equity investments and the creation of subsidiaries,
• partnership agreements with the various socio-economic sectors,
• the rules of procedure of the university,
• the annual activity report of the university presented by the sector.

The board of directors studies and proposes any measure likely to improve the functioning.

The university's board of directors is composed of:

•     of the Minister for Higher Education or his representative, President,
•     a representative of the Minister of Finance,
•     a representative of the Minister of National Education,
•     a representative of the Minister responsible for vocational training,
•     a representative of the Minister for Labor,
•     a representative of the Scientific Research Authority,
•     a representative of the authority responsible for the public service,
•     a representative of the wali of the wilaya seat of the university,
•     representatives of the main user sectors, the list of which is fixed by the decree establishing the university,
•     one (1) teacher representative per faculty and institute, elected from among the lecturers,
•     two (2) elected representatives of the body of assistant professors,
•     two (2) elected representatives of administrative, technical and service personnel,
•     two (2) elected student representatives.
•     The rector, the deans of faculties, the directors of institutes and, if applicable, of the annexes, the vice-rectors and the person in charge of the central library attend the meetings of the council in an advisory capacity.
•     External personalities may participate in the work of the council in an advisory capacity.

-The secretariat of the council is provided by the secretary general.
- The term of office of the members of the council is of a duration of three (3) years, renewable once, with the exception of the representatives of the students who are elected for a renewable year.
- The deliberations of the board of directors are held in plenary session and they are voted by a simple majority of the votes of the members present and in case of a tie vote, the president has the casting vote.
- The Board of Directors meets two (2) times a year in ordinary session at the request of its chairman. It can meet in extraordinary session at the request of either the President, the Rector or 2/3 of its members.
